April 02 2016  - There is a good proverb in English ’himself is beggar, beggar at the door.’ When DEO (District Education Officer), who is regarded as the guardian of dozens of schools running in the district, start forgery and illegitimate conduct, how can s/he control the legitimacy in education sector? When Mr. Laxmi Prasad Bhattarai was the DEO at Jhapa district, using duplicate letterheads and valid-like fraud signature of several schools’ principals, District Education Office had been appointing teachers.

                       

 Making duplicate copy of letter-heads of schools and duplicate copy of the there Principals, District Education Office itself used to ask for the posts where there were no requirement of posts; approving the proposals; also, without any notice, appointing teachers following the parties’ share and having under-table money; and the appointed teachers were not sent to the particular schools. The bitter truth has come to light now.

The office used to send such teacher KAAJ (out-duty) and used to let them attend in other schools. DEO Bhattarai used to materialize such an illicit conduct through Assistant DEO Mr. Uddhav Bista. The news has flashed light on the bitter truth that Mr. Uddhav Bista was used to arrange all the set-up regarding this dirty game.

Accordingly, Mr. Bista used to pressurize in asking for the proposal of the new teacher’s post; and in case the post is not proposed by the teachers, he himself used to make the fake documents and settle the two way dealing.
